phpBarcode is currently a simple php script to generate UPC-A barcodes (as defined by this page). This initial release is pretty limited, but it will draw UPC-A barcodes fine. Version 0.2 added support for variable border width and better handling of barcode width scaling.

I can print out a barcode generated from this script on a 600 dpi laser and it will scan fine using my modified CueCat. This means it should work with any reasonable barcode scanner.
